TARPO Regional Bicycle and Pedestrian Planning Framework

In 2013, TARPO staff undertook a project to map all of the existing bicycle & pedestrian facilities in the region, as well as existing locally-adopted bicycle & pedestrian plans. Out of this effort, the TARPO RTAC recognized a need to develop a regional bicycle and pedestrian plan to guide decision making at the regional level. TARPO staff worked with a steering committee made up of staff and citizen representatives from each TARPO county to develop this regional planning framework - we call it a framework because it is intended to serve as a policy guidance document rather than a replacement of the locally-adopted plans, which still carry full weight. It is our hope that this planning framework will ensure that decisions across the region are being coordinated, and that this document can serve as a vital tool in the prioritization of projects for funding. It is also our hope that the policy guidance contained in this document might be used to inform decisions made at the state and local (municipal & county) levels as well.

The column at left contains information on the steering committee meetings held to date, including agendas, summaries, handouts, and other materials from each meeting.

The document was posted for public comment on May 26, 2015, and presented to the TARPO Rural Transportation Advisory Committee (RTAC) on June 11, 2015. The framework was adopted by the RTAC on August 13, 2015.

Questions or comments on this Framework may be sent to Matt Day, TARPO Principal Planner, at or (919) 558-9397.
