Strategic Transportation Investment Prioritization Process - 2011-12 (SPOT 2.0)

In 2011 and 2013, the Triangle Area Rural Planning Organization (TARPO), along with the North Carolina Department of Transportation (NCDOT), went through a process to identify and prioritize transportation projects for inclusion in the Statewide Transportation Improvement Program (STIP). This process, known as “Prioritization 2.0” was the result of an Executive Order by Governor Perdue in 2009, requiring more transparency in the transportation funding process.

This website has been established to serve as a repository of historical information from that process. Project Scoring Results from SPOT 2.0

The following links provide information on the projects that were submitted for funding consideration in 2011, as well as the final scores for the projects. The final scores consisted of a quantitative element scored by NCDOT as well as a local input element scored by MPOs, RPOs, and NCDOT Field Divisions. STIP Development Resulting from SPOT 2.0

In 2012, the North Carolina Board of Transportation released a draft 2014-2020 Statewide Transportation Improvement Program (STIP) based on the results of SPOT 2.0. However, this draft document was never formally adopted, and the previously-developed 2012-2018 STIP continued to be in force. Links to these documents can be found below.
